APEC Business Travel Card (ABTC)

Hong Kong travellers · Quick guide

A short guide for Hong Kong permanent residents who travel often for business across APEC — including Vietnam. Always confirm with ImmD before you apply.

Note: This is a planning summary only. Check the Hong Kong Immigration Department official ABTC page for current rules, documents and fees.

What HK applicants should know

The ABTC helps bona fide business travellers make frequent short trips within APEC. With pre-clearance, holders can usually make multiple short stays (often about two to three months, depending on the economy) and use special lanes at selected checkpoints. Cards are normally valid for about five years (may be shorter if tied to passport validity).

Participating economies include Vietnam, Singapore, Japan, Korea, Australia and others. For Hong Kong residents, entry to Mainland China still uses the Home Visit Permit; Chinese Taipei has separate rules — the ABTC is not a blanket visa replacement.

Eligibility (summary)

  • Hold a Hong Kong permanent identity card and a valid national passport
  • Not previously denied entry to a participating economy; no criminal conviction
  • Be a bona fide business person engaged in trade in goods, services or investment, who needs frequent short-term APEC travel
  • Generally does not cover entertainers, musicians, artists or similar occupations (see official definition)

Typical documents

  • Form ID 900 in English, plus a recent photo
  • Copies of your HK permanent ID and passport bio pages
  • A supporting letter from your employing company (letterhead; role and business-travel need)
  • Optional: nominate up to five priority economies for faster pre-clearance

ImmD may later ask for company BR, annual return, tax filings or proof of frequent APEC travel — a solid company file helps.

Fees & process (summary)

  • New card fee is HK$700 from 8 September 2025 (replacement for remaining validity HK$260); pay on collection, not with the application
  • Apply online via GovHK, or by post / in person at the ImmD section named on the official page
  • After local processing, pre-clearance goes to other economies; track with your application number, then request card issue / collection in writing
